01 · The assignment

What was asked

Welspun's complex at Anjar is one of the larger integrated textile sites in the country — spinning, weaving, processing and finishing on one campus. Expansion there is financed project by project, and each lender wants its own engineer's view of cost, progress and fund use.

We were appointed Lender's Independent Engineer on two such projects by two different lenders: a private-sector bank in April 2018, and a development finance institution in June 2024 for a project completed in August 2025.

02 · What we did

How the work ran

  1. 01Baseline review of each project's sanctioned cost and schedule against the detailed project report: civil works, the machinery list with supplier quotations, utilities and the means of finance.
  2. 02Periodic site visits to verify installed machinery and civil progress against the schedule and the bills claimed, with photographs and a cost-to-complete in each report.
  3. 03Fund-utilisation certification before each disbursement, reconciling supplier payments and import documentation to the sanctioned machinery list.

03 · Technical considerations

What mattered for this asset

Textile expansions are machinery-heavy: imported looms, spinning frames and processing ranges arrive in lots and are commissioned in sequence, so progress has to be measured by equipment received, erected and commissioned, not only by civil completion.

On an operating campus, a new line shares utilities and buildings with existing ones. The LIE has to keep the financed project's boundary clear so that the lender's disbursements map to its own asset.

Two mandates on one campus for two lenders means two separate scopes and two separate reporting lines; nothing from one is used for the other.

04 · Outcome

What the record shows

The 2024 mandate was completed in August 2025. The 2018 mandate is recorded as ongoing in the register we filed in September 2026.
